鼓动 — gǔdòng

1. to urge; to encourage (to promote or push someone to do something, neutral or positive)

   老师鼓动学生多读书。 lǎoshī gǔdòng xuéshēng duō dúshū — The teacher encouraged the students to read more.

2. to agitate; to instigate; to incite (to provoke action, often with negative or political connotations)

   警方指控他鼓动群众骚乱。 jǐngfāng zhǐkòng tā gǔdòng qúnzhòng sāoluàn — The police accused him of instigating the crowd to riot.

3. to beat; to flap (wings, a fan, etc.)

   那只鸟不停地鼓动翅膀准备起飞。 nà zhǐ niǎo bùtíng dì gǔdòng chìbǎng zhǔnbèi qǐfēi — The bird kept flapping its wings, preparing to take off.
