1. hard to tell; difficult to judge or predict

   今年的市场能不能回暖，难说。 jīnnián de shìchǎng néng bùnéng huínuǎn nánshuō — It's hard to say whether the market will recover this year.

2. cannot bring oneself to say it; unwilling or reluctant to state something

   你问他愿不愿意搬走，他只是笑了说难说。 nǐ wèn tā yuànbùyuànyì bānzǒu tā zhǐshì xiào le shuō nánshuō — You asked him if he'd be willing to move out; he just smiled and said 'hard to say'.
