2. figurative: difficult to achieve; hard to carry out

   这项改革遇到难产，迟迟无法推进。 zhèxiàng gǎigé yùdào nánchǎn chíchí wúfǎ tuījìn — The reform has run into difficulties and cannot be pushed forward.
