   上级已经通令各部门立即执行。 shàngjí yǐjīng tōnglìng gè bùmén lìjí zhíxíng — The authorities have already issued orders for all departments to carry it out immediately.

2. a circular; an official directive

   公司下发了一份新的通令，规定了考勤制度。 gōngsī xiàfā le yīfèn xīn de tōnglìng guīdìng le kǎoqínzhìdù — The company issued a new circular setting out the attendance rules.
