转圈子 — zhuànquānzǐ

1. to go in circles; to walk or turn round and round (literally)

   孩子们在公园里转圈子玩。 háizi men zài gōngyuán lǐ zhuànquān ziwán — The children are running/walking around in circles in the park.

2. to stall; to procrastinate; to beat around the bush (figuratively, to avoid getting to the point)

   他总是在开会时转圈子，没能给出明确的决定。 tā zǒngshì zài kāihuì shí zhuànquān zi méinéng gěichū míngquè de juédìng — He always beats around the bush in meetings and fails to give a clear decision.
