1. to mobilize or raise troops; to dispatch an army; to begin a military campaign

   政府在边境紧急起兵，准备防御入侵。 zhèngfǔ zài biānjìng jǐnjí qǐbīng zhǔnbèi fángyù rùqīn — The government urgently mobilized troops at the border to prepare to defend against an invasion.

2. to rise in arms; to rebel by raising troops (often against an authority)

   那个省的军阀起兵反抗中央政府，引发内战。 nàge shěng de jūnfá qǐbīng fǎnkàng zhōngyāngzhèngfǔ yǐnfā nèizhàn — The warlord of that province raised troops to resist the central government, triggering a civil war.
