2. (fig.) corrupt; decadent; morally rotten

   他指责那个机构已经腐烂，需要彻底改革。 tā zhǐzé nàge jīgòu yǐjīng fǔlàn xūyào chèdǐ gǎigé — He accused the institution of being corrupt and in need of thorough reform.
