1. to establish; to set up (an organization, department, etc.)

   学校准备编制一个新的研究中心。 xuéxiào zhǔnbèi biānzhì yígè xīn de yánjiū zhōngxīn — The school is preparing to establish a new research center.

2. authorized staffing allocation (official posts/positions within government or public institutions)

   这家单位的编制只有十个人，不能再增加新员工。 zhèjiā dānwèi de biānzhì zhǐyǒu shígè rén bùnéng zài zēngjiā xīn yuángōng — This unit's authorized staffing is only ten people; they cannot add new employees.
