   近年来城市人口增长率持续下降。 jìnniánlái chéngshì rénkǒu zēngzhǎnglǜ chíxù xiàjiàng — In recent years the urban population growth rate has been declining steadily.

率 — shuài

1. to lead; to command

   他率部队进攻敌人阵地。 tā lǜ bùduì jìngōng dírén zhèndì — He led the troops to attack the enemy positions.

2. rash; hasty

   他做了一个率性的决定，事后后悔了。 tā zuò le yígè shuàixìng de juédìng shìhòu hòuhuǐ le — He made a rash decision and regretted it afterward.

3. frank; straightforward

   她说话很率直，从不拐弯抹角。 tā shuōhuà hěn shuàizhí cóng bù guǎiwānmòjiǎo — She speaks frankly and never beats around the bush.
