   他在大会上发表了演说。 tā zài dàhuì shàng fābiǎo le yǎnshuō — He delivered a speech at the conference.

2. to deliver a speech; to give an address

   市长将在广场上向市民演说新政策。 shìzhǎng jiāng zài guǎngchǎng shàng xiàng shìmín yǎnshuō xīn zhèngcè — The mayor will address the citizens in the square about the new policy.
