朝三暮四 — zhāosānmùsì

1. lit. say three in the morning but four in the evening; to change what was agreed or decided; indecisive; to blow hot and cold

   他办事朝三暮四，别人很难再信任他。 tā bànshì zhāosānmùsì biérén hěn nán zài xìnrèn tā — He is indecisive and changes things often; others find it hard to trust him again.
