2. to rock; to sway; to flicker (e.g. lights reflected on water); to flutter (e.g. a flag)

   湖面上的灯光在风中忽悠，像碎金一样闪动。 húmiàn shàng de dēngguāng zài fēng zhōng hūyōu xiàng suìjīn yīyàng shǎndòng — The lights on the lake's surface swayed in the wind, flashing like bits of gold.
