1. to open (a new road or railway line)

   市政府将于下个月开通一条新的公交专线。 shìzhèngfǔ jiāng yú xiàgèyuè kāitōng yītiáo xīn de gōngjiāo zhuānxiàn — The municipal government will open a new dedicated bus line next month.

2. to set up (a hotline)

   公司为了客户服务今年开通了投诉热线。 gōngsī wèile kèhùfúwù jīnnián kāitōng le tóusù rèxiàn — The company opened a complaints hotline this year for customer service.

3. to launch (a service)

   今年我们计划开通在线支付服务。 jīnnián wǒmen jìhuà kāitōng zàixiàn zhīfù fúwù — This year we plan to launch an online payment service.

4. to subscribe to (a members-only service)

   我已经开通了视频网站的会员服务，可以无广告观看。 wǒ yǐjīng kāitōng le shìpín wǎngzhàn de huìyuán fúwù kěyǐ wúguǎnggào guānkàn — I've subscribed to the video site's membership service and can watch without ads.
