1. despite; although; even though; in spite of

   尽管下雨，我们还是去了公园。 jǐnguǎn xiàyǔ wǒmen háishì qù le gōngyuán — Although it was raining, we still went to the park.

2. do not hesitate; feel free (to ask, complain, do something); go ahead

   如果你有问题，尽管问我。 rúguǒ nǐ yǒu wèntí jǐnguǎn wèn wǒ — If you have questions, feel free to ask me.
