基层 — jīcéng

1. basic level; lowest organizational tier (e.g. local units, grassroots staff)

   公司需要加强对基层的管理。 gōngsī xūyào jiāqiáng duì jīcéng de guǎnlǐ — The company needs to strengthen management of the grassroots level.

2. grassroots unit; local branch or office (of a party/organization)

   这个政策首先在基层试行。 zhège zhèngcè shǒuxiān zài jīcéng shìxíng — This policy will be piloted first at the grassroots level.

3. basement layer; foundational layer (in construction/engineering, e.g. subbase)

   道路的基层要用碎石夯实以保证承载力。 dàolù de jīcéng yàoyòng suìshí hāngshí yǐ bǎozhèng chéngzàilì — The road's subbase should be compacted with crushed stone to ensure load-bearing capacity.
