1. to care about; to mind (often used in the negative: 不在乎 = don't care)

   我不在乎别人的看法。 wǒ bùzàihū biérén de kànfǎ — I don't care about what others think.

2. to lie in; to consist in; to be due to (the essential factor lies in ...)

   问题在乎于如何分配资源。 wèntí zàihū yú rúhé fēnpèizīyuán — The problem lies in how resources are allocated.
