1. to issue (an order, decree); to send out (a notice)

   老师发出了通知，让大家明天早来。 lǎoshī fāchū le tōngzhī ràng dàjiā míngtiān zǎolái — The teacher issued a notice asking everyone to come early tomorrow.

2. to send out; to dispatch (people, goods, messages)

   警察局已经发出搜索队，寻找失踪的登山者。 jǐngchájú yǐjīng fāchū sōusuǒduì xúnzhǎo shīzōng de dēngshānzhě — The police station has dispatched search teams to find the missing climbers.

3. to emit; to produce (a sound, laugh, light, smell)

   听到笑话后，她忍不住发出一阵大笑。 tīngdào xiàohuà hòu tā rěnbúzhù fāchū yīzhèn dàxiào — After hearing the joke, she couldn't help but burst into loud laughter.
