2. to go back; to retreat; to decline

   敌军见势不妙，只好却步退回阵地。 díjūn jiànshìbùmiào zhǐhǎo quèbù tuìhuí zhèndì — Seeing the situation worsen, the enemy could only step back and retreat to their position.
