1. dissatisfied; discontented; resentful

   员工对公司的决定很不满。 yuángōng duì gōngsī de juédìng hěn bùmǎn — The employees are very dissatisfied with the company's decision.

2. (before a number) to be less than; not reach (a quantity)

   参加人数不满一百人。 cānjiā rénshù bùmǎn yìbǎi rén — The number of participants is fewer than 100.
